How To Start A Security Company in Oklahoma (2026 Guide)

Oklahoma is one of the least expensive states in the country to put a licensed guard company on the road, and one of the easiest to misread. The $300 agency fee is not the obstacle. There is one, and it sits earlier in the process than most founders expect.

The Council on Law Enforcement Education and Training — CLEET, the same body that certifies Oklahoma's peace officers — will not license a security agency unless the person supervising its guards already holds an Oklahoma security guard licence and lives in the state. No owner's exam, no experience-hour count. Just a 40-hour classroom course, a test and a background check that you have to clear yourself first.

The whole path, in order

   Prints are taken at an IdentoGO location and must be submitted within 30 days of your online application. CLEET runs both state and national criminal history, and wants a certified judgment and sentence or a letter of no record for every arrest — not only convictions.

   Articles of organization cost $100 at the Secretary of State. CLEET separately requires a place of business inside Oklahoma with a telephone in the agency's name, and rejects P.O. boxes outright, so a virtual mailbox will not carry the application.

Step 1: License Your Supervisor of Guards

Most states ask this step for documented experience. Oklahoma asks for a licence. Under 59 O.S. §1750.5(F), the executive officer, manager or other person in charge of supervising security guards must be a licensed security guard; OAC 390:35-5-1 adds that this person must be an Oklahoma resident and at least 21.

The 40 hours, and when to sit them

Phase I and Phase II are 20 hours each at a CLEET-accredited private security school, followed by the licensee examination. An unarmed licence costs $50 and runs three years. There is no company examination anywhere in the process.

Articles of organization for an Oklahoma LLC cost $100, and the entity then owes a $25 annual certificate each year on the anniversary of formation. There is no franchise tax on top, so the carrying cost stays genuinely low.

The office is a licensing requirement, not a preference

CLEET requires a physical place of business inside Oklahoma and an operative telephone in the agency's name, and rejects P.O. boxes as the business address. Budget for a real address before you file — this one cannot be papered over.

Step 3: Insurance or Bond — Oklahoma Lets You Choose

Section 1750.5(J) is unusual. It requires either general liability insurance covering bodily injury, personal injury and property damage, with endorsements for false arrest, libel, slander and invasion of privacy, or a surety bond at the same limits. Most operators take the insurance, because clients ask for certificates.

The agency minimum is $100,000. The same subsection sets individual minimums too — $10,000 per armed guard, $5,000 per unarmed guard — and makes the agency responsible for ensuring employees meet them.

Step 4: Apply for Your Security Agency License

Applications go through CLEET's Thentia portal; paper is no longer accepted. You upload proof the entity is legally recognised, the physical business address, the business telephone, proof of coverage and your supervisor's licence details.

Key tips for your application

• The $300 is paid in full at submission. CLEET's two-part billing — twenty percent now, the balance within five business days of approval — governs the individual guard licence you took first, not the agency application.
• It buys five years, not one. Nothing else in your compliance calendar runs that long, which is exactly why the date gets lost.
• Renewals are accepted no earlier than 60 days before expiry and no later than 30 days after. Past 30 days there is no renewal — only a new application.
• A licence does not travel across the Arkansas or Kansas line. An out-of-state licensee gets 30 days on a temporary registration filed three business days ahead, and never a firearm.

What it actually costs

Step 5: Uniforms, Vehicles and Armed Posts

CLEET is specific about appearance. The agency name must be visibly displayed on uniforms and jackets. Security vehicles must carry the word Security on each side and the rear in letters no less than three inches high, must not resemble local law enforcement livery, and no badge or credential may bear the Great Seal of the State of Oklahoma.

Armed posts carry rules on top of the 72 hours. CLEET names the permitted weapons rather than leaving it to the employer: revolvers, semi-automatic handguns, rifles and shotguns — with the pump-action 12 gauge the only authorised shotgun, and a 5.56x45mm or .223 semi-automatic with a detachable box magazine the only authorised rifle. Handgun reloads are prohibited. Armed licensees requalify annually on each firearm, and any discharge means an immediate call to CLEET plus separate 24-hour written reports from both the officer who fired and the agency.

Step 7: Build Smart, Not Fast
