How To Start A Security Company in Tennessee (2026 Guide)

Tennessee is one of the easier southeastern states to get licensed in, and one of the easier ones to get quietly wrong.

There is no licensing board to appear before, no city permit to chase, and pre-assignment training is four hours rather than forty. But the two documents that decide whether your application moves — proof of three years of supervisory experience and a correctly endorsed insurance certificate — are the two most applicants assemble last.

Here is the route, in order.

The whole path, in order

Two steps carry the schedule. Everything else can run in parallel, and should.

   Establish who the qualifying agent is

   1 week – 6 months

   Blocks everything downstream — start it early

   Tenn. Code Ann. 62-35-106 wants three years as a manager, supervisor or administrator at a contract security company or proprietary security organization, or three years with a federal, military, state, county or municipal law enforcement agency. If neither fits, the third door is the Contract Security Company Qualifier examination, booked directly with PSI Services for $125 and offered continuously at six Tennessee test centres.

   Register the entity with the Secretary of State

   1–3 days online

   TDCI will check that an active Tennessee filing exists with the company name and address matching your application character for character. Sole proprietors are exempt from this step; everyone else is not.

   Bind the statutory certificate of insurance

   $300,000 bodily or personal injury and $100,000 property damage, endorsed for false arrest, libel, slander and invasion of privacy, with a clause giving the commissioner 30 days' notice before any cancellation or modification.

   Book the appointment under TDCI's Agency ORI number TN920120Z. Prints rolled for a different agency or a different Tennessee programme will not land against your Private Protective Services file.

   Blocks everything downstream — start it early

   The $300 application fee is nonrefundable and nonproratable, and the certification fee follows on approval. Because the commissioner issues the licence directly under 62-35-129, there is no board meeting in the queue ahead of you — the wait is review time, not calendar time.

   2–4 weeks

   $95 unarmed, $130 armed, per person. Unarmed guards may start work carrying a copy of the complete application; armed guards must hold the physical card first, so build armed post start dates around TDCI, not around your client's move-in date.

   Take out the county business licence and go live

   1 week

   A $15 business licence from the county or municipal clerk once gross receipts reach $100,000, plus written notice to the sheriff or police chief of any county your guards work outside their primary one.

Step 1: Qualify as the Applicant

Everything hangs off one person. The company holds the licence, but the owner or a designated qualifying agent must qualify: 21 or older, a citizen or resident alien, of good moral character, not judicially declared incompetent.

Three years, three doors

Both experience routes ask for three years. The law enforcement one is deliberately loose — "satisfactory to the commissioner" — while the security one is specific about job title: manager, supervisor or administrator. Shift-supervisor time at a licensed Tennessee company counts; twelve years of gate duty does not.

The third door is the examination, sequenced in a way that catches people reading guides written for other states. You do not sit it at a state office and you are not invited after filing: Rule 0780-05-02-.07 sends you straight to the commissioner's chosen independent testing organisation, at your own expense and initiative. If your qualifying agent stops performing the duties, 62-35-111 gives you 30 days to notify the commissioner by certified or registered mail and three months to seat a substitute. Email does not satisfy that.

Step 2: Form Your Legal Business Entity

Register before you apply, not alongside. TDCI matches the name and address on your application against the active Secretary of State filing, and a suite number on one but not the other will stall it.

Entity choice here is a recurring-cost decision

Most states make this a liability question. Tennessee makes it a money question too. An LLC pays $50 per member to file articles of organization, minimum $300 — then the same formula and floor for its annual report every year. A corporation charter is a flat $100, its annual report $20. Five years in, a two-member LLC has paid about $1,500 where a corporation paid $200.

Step 3: Bind the Statutory Certificate

Tennessee requires no surety bond — Chapter 35 contains none, and 62-35-131 bars any city or county from making you post one. The only financial-responsibility test is the 62-35-114 certificate, written in an unusual shape: rather than a per-occurrence and aggregate pair, Tennessee splits by kind of loss — $300,000 for bodily or personal injury, $100,000 for property damage. TDCI's own certificate instructions translate that into $400,000 or more under each occurrence and $400,000 or more under personal and advertising injury, which is the wording your broker actually has to type. Give them the endorsements in writing too: false arrest, libel, slander, invasion of privacy, plus 30 days' cancellation notice to the commissioner.

Step 4: Apply for Your Contract Security Company Licence

Applications go through the state's CORE portal at core.tn.gov as the Initial Contract Security Company (CSC) Application, with background checks via IdentoGO under Agency ORI number TN920120Z.

Key Tips for Your Application

• Count guards honestly. The fee tiers at 49 and 50, and the renewal statement of employee numbers is notarised — a false one carries a $250 civil penalty plus the maximum renewal fee.
• Collect employer certifications for the qualifying agent before filing. Chasing a letter from a firm that has since closed is the slowest failure mode here.
• For listed convictions the five-year clock runs from completion of the sentence or probation, not the conviction date.
• Diary the renewal: late costs $100 a month, and past three months you are a new applicant.

Step 5: Register Guards, Uniforms and Vehicles

Four hours is the whole pre-assignment requirement for an unarmed guard — orientation, legal powers and limitations, emergency procedures, general duties, plus an exam, within 15 days of employment. Then the add-ons stack. Each less-than-lethal device (baton, stun gun, chemical spray) is another four hours with a state-certified trainer, so a fully-equipped unarmed guard needs 16 hours where a bare-minimum one needs four. Alcohol-licensed premises add de-escalation, restraint, first aid and CPR; armed guards add eight firearms classroom hours plus four of marksmanship at 70% on a commissioner-approved silhouette course.

There is no uniform patch approval — a genuine schedule saving against California — but there are design rules with teeth. Section 62-35-127 bans any badge, patch or vehicle marking indicating sworn peace officer status; 62-35-128 allows a police-style uniform only with a badge distinct from any Tennessee law enforcement agency's over the left breast pocket and on the cap, plus a name plate over the right. Nobody pre-clears this; it is enforced after somebody complains. And from your first hire, Rule 0780-05-02-.17 requires written notice to the commissioner within ten days of any termination.

Step 6: Go Live — and Start Building Your Reputation

Tennessee's four metros want different things, and pitching them identically keeps new companies small.

• Nashville and Davidson County — healthcare headquarters, Broadway, the arenas. Davidson is a metropolitan county, so the 62-35-131(b) notice goes to the chief of police, not a sheriff.

• Knoxville — the University of Tennessee and technical employers; access-control posts at lower rates than Nashville.

Step 7: Build Smart, Not Fast

Tennessee's workers' compensation threshold is five employees for a non-construction business, not one — later than most states, and different again from what operators expanding across the Kentucky line will meet.
