How To Start A Security Company in Utah (2026 Guide)

Utah is one of the more procedurally honest states to get licensed in. The hour counts are published, the rule spells out what belongs on your certificate of insurance, and the Division of Professional Licensing does not leave you guessing at the standard.

What Utah does instead is build a tight fence around one person. It does not simply ask whether your qualifying agent has enough experience. It asks whether that person has anything else going on — and applications die on that question more often than on the hours.

Everything below comes from Utah Code Title 58, Chapter 63, the rule that implements it at R156-63a, and DOPL's own forms.

The whole path, in order

Two steps carry the schedule, both at the front, and both about a person rather than the business.

   Pin down who your qualifying agent is

   Immediate, then ongoing

   Blocks everything downstream — start it early

   Utah wants 6,000 compensated hours running security operations or supervising in law enforcement, and it wants that person to be a Utah resident who owns or manages your company. Work out early whether that is you, because the alternative candidates most founders think of — a friend still serving as a deputy, or someone already qualifying another Utah firm — are disqualified outright.

   Pass the qualifying agent exam

   2–6 weeks

   Blocks everything downstream — start it early

   The Utah Security Company Qualifying Agent Exam is booked through the state's exam vendor and needs 75% under R156-63a-302c. DOPL's application form tells you in capital letters not to submit until it is passed, so this is not something you can run in parallel with the filing.

   Register the entity and the tax accounts

   1–3 days

   The Division of Corporations processes most filings instantly for $59. Then open your Utah State Tax Commission account and register with the Unemployment Insurance Division at the Department of Workforce Services — DOPL wants documented proof of all three, plus your IRS registration, in the licence file.

   Bind insurance to DOPL's wording

   1–2 weeks

   Utah names the riders it wants: assault and battery, personal injury, false arrest, libel and slander, invasion of privacy, broad form property damage, care custody and control, and errors and omissions. A plain general liability certificate will come back rejected. Name DOPL as certificate holder.

   File the application with fingerprint cards

   1 week to prepare

   The $330 application goes in with fingerprint cards for the qualifier and every owner who does not already hold an active Utah security officer licence. DOPL stopped rolling prints in-house, so you arrange that yourself before the file is complete.

   Meet with the Division and the Board

   Scheduled by DOPL

   Section 58-63-302 makes the meeting part of the qualification, not a courtesy. Your qualifying agent appears and demonstrates that both they and the company meet the statute. Turn up able to talk through your post orders and supervision structure, not just your paperwork.

   License your officers

   2–6 weeks each

   Every guard you assign is separately licensed at $92. Unarmed officers need the 8-hour approved course; armed officers add the 12-hour firearms programme. An interim permit can put a complete applicant on post for up to 90 days while DOPL finishes the file.

   Kit out uniforms and vehicles, then go live

   2–4 weeks

   Utah is prescriptive here — four-inch lettering on patrol vehicles, no star badges anywhere including your letterhead, and specific light bar colours. Sort this before your first shift rather than after a client photographs a non-compliant car.

Step 1: Qualify Your Qualifying Agent

The licence is issued on the strength of one named individual, and Utah calls them the qualifying agent.

The 6,000 hours

Two routes: 6,000 compensated hours as a manager, supervisor or administrator of a contract security or armored car company, or 6,000 hours of supervisory experience with a federal, US military, state, county or municipal law enforcement agency the Division and Board accept.

The second route matters here, where retiring sergeants from Salt Lake County, Weber County and the Utah Highway Patrol move straight into private work. Hours earned across the line in Nevada or Idaho still count — but residency does not bend.

The exclusivity clauses nobody reads

Experience is the easy half. The agent must also exercise material day-to-day authority through substantive technical and administrative decisions, work primarily for your company, qualify no other security or armored car firm, hold no other regular employment, and not be employed by any government agency.

The exam comes first

The Utah Security Company Qualifying Agent Exam needs 75%, and it is the only exam in the scheme — DOPL states that armed, unarmed and armored car officer classifications require no state licensing examination. Guards are tested by their approved training provider at an 80% pass mark instead. One trap: DOPL's own contract security company application page tells you to pass the "Utah Armored Car Company Qualifying Agent Exam", which is a different classification's exam — book from DOPL's exam information page, not from that list.

Step 2: Form Your Legal Business Entity

Register with the Utah Division of Corporations and Commercial Code first, because 58-63-302 makes evidence of that registration part of the application.

LLC or corporation

Either works, and both cost $59 to file and $18 a year to renew. Most single-owner guard companies here run as an LLC taxed as an S corporation. What matters more than the wrapper is keeping the registration live: DOPL treats a current Division of Corporations record as a renewal condition, so an $18 lapse can stall a $203 licence renewal.

Step 3: Insure and Register as an Employer

Utah requires no bond at all, which surprises operators arriving from states where a bond is the first thing an agency asks for. An endorsed liability policy replaces it.

DOPL's application, revised in May 2025, calls for $1,000,000 for each incident and $2,000,000 in total. Section 58-63-302 names no figure of its own — it delegates the amounts to rule, and R156-63a-302d carries a lower codified floor of $300,000 and $1,000,000 — so the rule is the legal minimum while the form is what DOPL will actually accept a certificate against. Write to the form. Workers' compensation starts at your first employee under Utah Code 34A-2-201, and proof belongs in the application file.

Step 4: Apply for Your Contract Security Company Licence

Applications go through the DOPL online portal or the paper Security Company Application. Either way the file needs the insurance certificate, workers' compensation proof, entity and tax registrations, and fingerprint cards.

• Have the exam result in hand before you start the form.
• Check the qualifying agent appears as an owner or officer on the Division of Corporations record, because DOPL cross-checks it.
• Send fingerprint cards for the qualifier and every owner without a Utah security officer licence.
• Confirm the certificate names DOPL as certificate holder.

What it actually costs

Step 5: Uniforms, Badges and Patrol Vehicles

Rule R156-63a is unusually specific about how officers and cars look, and breaching it is unprofessional conduct rather than an application defect.

Officers wear the company uniform unless assigned undercover. A soft uniform must show the company name plus one of "Security", "Contract Security" or "Security Officer" on the outermost garment, sized so a reasonable person can read it. A shield reading "Security" is permitted; a star badge of any number of points is banned outright, including on letterhead and advertising, and no shield may carry the state seal or the words "State of Utah".

Patrol vehicles carry "Security" on both sides and the rear in contrasting letters at least four inches high. A roof light bar may show green, amber and white forward and green, amber and red rearward. Blue lighting, sirens and any wording implying a law enforcement connection are prohibited.

Step 6: Go Live — and Start Building Your Reputation

Utah's market is concentrated and geographically split, so pick a lane before you spend on marketing:

• Salt Lake City carries the capitol complex, the downtown financial district, the airport and the convention trade — the deepest pool of contracts and the most competition.
• West Valley City and the I-15 industrial belt run on distribution, manufacturing and retail centres, where cost per hour decides the bid.
• Provo, Orem and the Silicon Slopes corridor through Lehi and Draper buy campus and data centre coverage, and pay for professional reporting.
• Ogden and St. George have their own incumbents; St. George sits closer to Las Vegas than to Salt Lake and behaves accordingly.

Step 7: Build Smart, Not Fast

Utah's compliance load is recurring rather than front-loaded. Every officer owes 32 continuing education hours per two-year cycle, at least 16 of them core hours including a live CPR, AED or first aid certification. Armed officers owe a further 16 firearms hours, and the rule wants them in four-hour blocks every six months rather than one push before renewal.

Utah gives you a clear target. The fees are modest, the training is published to the hour, and the rule tells you exactly what belongs on your certificate of insurance and on the side of your car.

The catch is how much rides on one individual. The qualifying agent must be a Utah resident, must own or manage your company, must document 6,000 hours, must pass the only exam in the scheme before you may file, must appear before the Board, and must have essentially nothing else on. Settle that honestly and early and the rest is administration. If that person is you, start counting hours and book the exam.
