Illinois does not let you buy your way into the security business. Before the state issues a company licence, a real person — full-time, named on the application, holding a credential earned by examination — must stand behind it.
That person is the licensee-in-charge, and the Illinois Department of Financial and Professional Regulation treats it as a permanent condition, not a one-time hurdle. It is why a Chicago guard company can take most of a year to stand up.
Here is the sequence, with the fees, hour counts and the two dates that catch people out.

The whole path, in order
Two steps carry everything else. Start the experience paperwork and the entity filing in parallel — the first is slow because it depends on other people.
Document your management experience

Former employers sign a VE-SAC, VE-PSF, VE-DSC or VE-CAN, and the employer has to have been the right kind — a licensed PSC agency, a proprietary force of 30+ registered employees, a corporation of 100+ employees, a military police unit or a law enforcement agency. Chasing signatures out of a previous employer is the single most common reason an Illinois start date slips.
File the exam application with Continental Testing
Set by the exam calendarThe four-page packet, your VE and ED forms and $298 go to Continental Testing Services in LaGrange — not to IDFPR. You are notified of your test date around ten days beforehand.
Pass the Private Security Contractor exam
1 daySeventy-five questions including a practices-and-procedures section; 70 is a pass. Fail and you get a re-examination application with no cap on attempts while your experience documentation is still valid. Pass and IDFPR sends you the application for licensure.
Bind $1M cover and take the individual licence

Step 1: Earn the Private Security Contractor licence
This is the gate. 225 ILCS 447/25-15 requires every agency to have a full-time Illinois-licensed private security contractor as its licensee-in-charge — a continuing requirement, not a box ticked at application.
The three-year rule, and what shortens it
The default is three years of full-time managerial experience within the five years immediately preceding your exam application. A baccalaureate degree in police science, a related field or business cuts that to one year; an associate degree cuts it to two. Either is evidenced on an ED form carrying the school's seal.
The exam is not run by the regulator
Your packet and $298 go to Continental Testing Services, the state's vendor, and IDFPR does not see you until you have passed. That inverts the sequence most guides describe: no walking in, no filing with the department first. The exam calendar sets your critical path.
One agency, one licensee-in-charge
No private security contractor may be the licensee-in-charge for more than one agency. If you lose yours to death or termination, IDFPR issues a 90-day temporary certificate, renewable twice — 270 days total, and no extension if the vacancy followed departmental discipline.
Step 2: Form Your Illinois Business Entity
Articles of Incorporation are $150 with the Illinois Secretary of State and the annual report is $75. Illinois still has a franchise tax, but since 1 January 2025 the first $10,000 of liability is exempt, so a new guard company almost certainly owes nothing on it.
Corporation, LLC, and the name rule
Either is accepted, and most operators incorporate because guard work generates wage-and-hour exposure. Check the name twice: IDFPR forbids the words "law enforcement" and "police" in an agency name, so a name that is free at the Secretary of State can still be refused at the licensing stage. Check IDFPR's licence lookup too.
Step 3: Get Insured
Illinois requires no surety bond of any kind. It requires $1,000,000 of general liability instead, and that attaches to the individual contractor licence rather than the agency certificate — which is why the proof goes in on form DE-INS after the exam, and why current proof must ride along with every three-year renewal.
Workers' compensation is separate and much less forgiving. The Illinois Workers' Compensation Commission is explicit that one employee, even part-time, triggers it.
Step 4: Apply for the Agency Licence
With the individual licence in hand the agency application is simple: $500, non-refundable, naming your licensee-in-charge and your principal Illinois office. If you have no Illinois office you may give an out-of-state address, which is how firms from Indiana or Wisconsin enter the market — but neither state's licence gives you standing here, and there is no reciprocity.
Key tips for your application
- Attach a certificate of good standing dated within the last 60 days. An older one gets the packet returned.
- A P.O. box alone is not an acceptable principal office address.
- IDFPR's form says to allow eight business weeks. Do not sign a client start date inside that window.
- Renew the individual licence by 31 May and the agency certificate by 31 August — three-year cycles, three months apart, which is how agencies renew one and forget the other.
What it actually costs
The company licence is the cheap half: getting one qualified human through the exam costs more than the agency certificate.

Step 5: Register and Train Every Guard
The PERC is where Illinois differs most sharply from its neighbours: the application is made by the employer to the Department. You own the filing, the $55 and the consequences of getting it wrong. Fingerprints go electronically to the Illinois State Police within 60 days.
You may put someone to work in a temporary capacity while the card is pending, but only if the complete application is in, you have verified there is no conviction record, and you file a monthly roster of pending applicants with the Department. Miss the roster and that staffing is unauthorised.
Training runs on three clocks: 20 hours of basic training within 30 days of the employee starting, a further 8 hours within six months on subjects you choose, and 8 hours of refresher each calendar year thereafter. Armed work adds 48 hours — 20 hours of prescribed instruction, 8 on the range firing at least 50 rounds at 70% accuracy, and 20 on use of force, ethics and liability — plus a valid Illinois FOID card and an annual refresher. Firearms and firearm control cards come back within 72 hours of termination.
Step 6: Go Live in the Illinois Market
Chicago is the market: roughly 9.4 million people in the metro, most of the state's contract security spend, and every national competitor already in it.
- Aurora, Joliet, Naperville and the Fox Valley corridor reward operators who can staff logistics and light industrial sites overnight.
- Rockford, Peoria and Springfield are thin books where one hospital or municipal contract can be most of your revenue — and losing it most of your business.
- Put your IDFPR licence number on every proposal. Illinois buyers check the department's public lookup.
Step 7: Build Smart, Not Fast
Illinois scheduling law bites hardest on the 12-hour posts guard companies live on. The One Day Rest In Seven Act requires 24 consecutive hours of rest in every seven-day period, a 20-minute meal period beginning no later than five hours into a 7.5-hour shift, and another for every further 4.5 continuous hours worked. A 12-hour post owes two meal periods, not one, and the relief has to actually happen.

Illinois compliance is mostly a records problem: who held a valid PERC on which date, when each guard's 20 hours were completed, whose refresher is due this calendar year, who belonged on last month's pending roster, and whether the second meal period on a 12-hour post actually happened. Final Thoughts
Illinois is buying a person, not a company. The exam, the three years of documented management, the exclusivity of the licensee-in-charge, the four annual hours of continuing training the contractor personally owes — all of it points at one individual.
That is slow, and it is also the moat. Roughly 550 people in Illinois hold this licence, and once you are one of them the barrier that cost you eight months stands between your competitors and your accounts. Do the experience paperwork early and sit the exam sooner than feels comfortable.
