Indiana is one of the easier states in the Midwest to get licensed in, and one of the easiest to get quietly wrong. There is no exam, no guard card and no training curriculum — which means almost everything rides on a single stack of paper about one person's employment history.
The Private Investigator and Security Guard Licensing Board, administered by the Indiana Professional Licensing Agency, issues the Security Guard Agency licence under IC 25-30-1.3. It is the only licence in the chain — get it and you can staff a contract straight away.
The catch is that the board decides in a meeting, a few times a year. Here is the whole path and where the time actually goes.

Step 1: Qualify One Officer
Indiana does not license you as an individual. It licenses the company, on the strength of one officer or partner who is at least 21 and meets the experience rule in 874 IAC 1-3-1.
The 4,000-hour route
Two years of employment, verified at a minimum of 4,000 hours. The board reads the hours generously in terms of where they came from — guarding or investigating for a licensed agency, managing one, federal investigative work with Justice or Treasury, armed forces criminal investigation, a sheriff's investigator role, railroad detective work, insurance claims investigation, practising law, sworn police service, or military and security police service all count.
It reads them strictly in terms of how they were earned. W-2 employment only. Your employer completes the Verification of Experience form and sends it in, which means the person you left on bad terms now controls your timeline.
The degree route
A bachelor's degree or higher in criminal justice or a related field replaces the 4,000 hours completely — not a partial credit, the whole requirement. If you have it, send the original transcript and skip the verification chase.
Step 2: Form Your Legal Business Entity
Do this before you apply. The application asks for corporate filings, and an out-of-state company has to show it is registered to do business in Indiana as a foreign entity.
LLC or corporation
Either is accepted, both file through INBiz, and the Secretary of State's entity report is biennial rather than annual — lighter recurring paperwork than most neighbouring states. Note one thing peculiar to this chapter: the licence is personal to the licensee and is not assignable. Buying an existing Indiana security company does not buy its licence, so structure any acquisition knowing the new owner files fresh.
Step 3: Get Insurance That Actually Matches the Statute
$100,000 of general liability is the floor, and it is statutory rather than a market convention. The certificate must name the State of Indiana as an additional insured and carry at least ten days' notice of cancellation.
What catches people is the heads of coverage Indiana names: false arrest, detention and imprisonment; malicious prosecution; wrongful entry or eviction or other invasion of the right of private occupancy; and bodily injury from reasonable force used to protect persons or property. A general business liability form written by an agent who has never insured a guard company routinely excludes all four.
Step 4: File the Security Guard Agency Application
The packet is short: the application form, the fee, a 2x2 passport-quality photograph, an original or notarised certificate of insurance, corporate filings, original transcripts if you took the degree route, licence verifications from any other state where you hold one, the employer-completed experience form, a fingerprint-based Indiana State Police criminal background check, and separate criminal history checks from every city, county and state you have lived in during the previous seven years.
Key tips for your application
- Book the fingerprint appointment only after the board emails to confirm it has your application — a check run before that is not accepted, and the State Police report comes back to you to upload, not to the PLA.
- Disclose everything from the last ten years — arrests, diversions, guilty and nolo pleas, denied licences, complaints and discipline elsewhere. Out-of-state history is exactly what the board checks.
- Send an original or notarised certificate of insurance. A photocopy comes back.
- If you hold a licence elsewhere, expect to prove good standing there too. An Ohio or Kentucky licence does not travel across the line, so regional bidders end up holding Ohio and Indiana licences side by side.
What it actually costs
Indiana is cheap to enter. There is no bond, no exam fee, no per-guard registration and no training levy — the entire state charge for a four-year licence is a few hundred dollars.

Step 5: Employee Files, Advertising and the Pocket Card
Because Indiana registers no guards, the compliance burden sits on your records. For every employee the statute requires a photograph taken within thirty days of the start of employment and a full set of fingerprints of both hands, held by you — and the board can demand a roster of all unlicensed employees at any time.
Advertising has its own rule. Anything soliciting business must show your name and address exactly as the board holds them, so a trading name on a truck door that does not match your file is a violation of the chapter, not a branding decision.
Step 6: Go Live — and Start Building Your Reputation
With no guard-card wait, Indiana turns a licence into revenue faster than most states. Use that.
- Indianapolis carries the stadium, convention, hospital and logistics work, and national competitors are already priced in there.
- Fort Wayne and South Bend reward operators who answer the phone; the northern corridor pulls staff across the Michigan line.
- Evansville shares a labour market with Kentucky, and the Lake County suburbs feed off Illinois demand.
Step 7: Build Smart, Not Fast
No training requirement is a saving right up until a guard does something on your post that ends in a deposition — and the statute has already told the court you are civilly responsible for the conduct of every employee acting on your behalf. Write your own post orders and training file; Indiana will not write them for you.

Final Thoughts
Indiana's bargain is worth naming plainly. The state asks for one qualified officer, a modest policy and a few hundred dollars, then leaves you alone — no exam, no guard cards, no hour counts.
That freedom is the whole risk. Nothing in Indiana law forces you to train the person you put on a post at two in the morning, and nothing checks that your incident reports would survive a subpoena. The operators who do well here build the standards the state declined to impose, and treat 1 October 2027 as a diary entry rather than a surprise.
