Maryland is the state where most would-be security company owners find out, several hundred dollars in, that they are not eligible to apply.
The licence is cheap and there is no exam. But the Maryland State Police regulate this industry directly — from a Licensing Division in Pikesville, not a civilian board — and they issue a Security Guard Agency License only to someone who has already served.

The whole path, in order
Two steps stop everything behind them. One of them is not a form.
Confirm someone qualifies under § 19-303

If neither you nor a partner has it, no amount of paperwork gets you a Maryland agency licence — you recruit a retired officer as the firm's representative member or you do not file. Settle this before you spend a dollar.
Register the entity with SDAT
3–10 daysMaryland files business entities through the Department of Assessments and Taxation, not a Secretary of State. Articles of Organization run $100, expedited handling $50 more. You will upload the articles and a Maryland sales tax account verification into the licence application, so this comes first.
Bind § 19-504 insurance and workers' comp

Livescan fingerprints
Same dayUse MSP authorization number 9400082495 and ORI MDMSP6000, and sign the FBI Privacy Act Statement first. Prints are valid for only 30 days after submission to CJIS and the FBI, so do this last, not first. Out-of-state applicants request ink cards instead.

Certify your guards and approve badges
2–12 weeksYou submit each guard's certification, not the guard. Badges need written Licensing Division approval before issue and cannot go to anyone who lacks a certification card. Guards can work once their file is submitted and undisapproved.
Operate, and report
OngoingPost orders, scheduling, weapon records for armed staff, and the 48-hour use-of-force reports that Maryland now requires from both the guard and the agency. Build the reporting habit on day one; retrofitting it after an incident is not a plan.
Step 1: Prove You Qualify Under § 19-303
The six routes, and what is missing from them
Five years as a full-time police officer with an organized police agency. Five years as a Title 13 Maryland private detective. Three years as a detective while a police officer. Three years investigating for a federal, state or local law enforcement agency. Five years as a full-time fire investigator. Five years as a full-time correctional supervisor in a Maryland facility.
That is the complete list. No private-sector route, no degree substitution, no credit for running a licensed guard company elsewhere. Most Maryland agencies are founded by retired officers, or by a partner who brings one in.
Age 25, the representative member, and no exam
The applicant must be 25 or older and of good character; a firm appoints one member as its representative member to apply on its behalf, and every member must independently clear the character test. There is no written exam. COMAR 29.04.01.01 substitutes three notarised recommendations from reputable property-owning citizens per applicant — and three for each firm member, so two owners means six.
Step 2: Form Your Legal Business Entity
Maryland registers entities through the State Department of Assessments and Taxation. Articles of Organization for a domestic LLC are $100, plus $50 to expedite. Every entity then owes SDAT an annual report — currently $300, which surprises owners used to states charging $50.
LLC or corporation
Either can hold the licence. A stock corporation costs a little more to form: $100 for the Articles of Incorporation plus a $20 organization and capitalisation fee, so $120 against the LLC's $100. The consequential decision is § 19-310: maintain an office in Maryland and keep in it every record made in the State relating to State business. A registered agent address will not do, and non-residents also file the § 19-505 consent. Working over the line from Virginia or up from Delaware still means a real Maryland address.
Step 3: Get Insurance and Workers' Comp
Section 19-504 is more specific than most states' insurance clauses: commercial general liability including errors and omissions and completed operations, at a $500,000 total aggregate minimum under five guards and $1,000,000 at five or more. No per-occurrence figure exists. Workers' compensation is required from the first covered employee under Labor and Employment § 9-402.
Step 4: Apply Through the MSP Licensing Portal
Since 1 January 2025 the Licensing Division takes electronic applications only — paper is returned, and cash, cheques and money orders refused. The firm fee is $375, individual unincorporated $200, dual private detective and security guard agency $375 or $750. Fingerprints are separate: $24 FBI, $18 CJIS.

Step 5: Certify Your Guards — Including Your Client's
Maryland guards are certified by the Secretary of State Police — but they cannot file for it themselves. Section 19-402 routes the sworn application, fingerprints, $15 fee and training proof through the employing agency, and § 19-402(b) makes you forward it. Disqualification notices come back to you, not the applicant.
Since 1 January 2025 every guard needs 12 hours of training approved by the Maryland Police Training and Standards Commission — criminal law, use of force, alternatives to force, de-escalation, and interactions with minors, people with disabilities and people in crisis. Renewal takes 8. Serving MPTSC-certified officers are exempt, as are officers who left within three years.
The scheduling lever is § 19-401(b): once a guard's application, prints and fee are in and MSP has not disapproved, that guard can work. You do not wait 90 days to staff a contract.
The same law created a free Security Guard/Special Police Employer registration for organisations guarding only their own property — and many of those retailers and campuses would rather buy the compliance than run it.
Step 6: Badges, Armed Guards and Special Police
COMAR 29.04.01.08 regulates badges tightly: Licensing Division approval in writing before any are issued, consecutive numbering from 1, gold for principals and corporate officers, silver for everyone else, and the agency name plus "Security Guard" or "Investigator". No badge goes to a guard without a certification card.
Armed work needs no separate guard licence — it needs the ordinary Maryland Wear and Carry Permit in the officer's own name ($125, 16 hours), plus three things under § 19-413: your written approval, notice to the Secretary of the guard's intent to carry, and the Secretary's confirmation the permit is valid. You then log weapon type, serial number and ownership.
The Special Police Commission is Maryland's distinctive third track. Public Safety § 3-302 lets the Governor appoint and deputize special police officers, who may arrest for offences on the property named in the commission. It takes 80 hours of MPCTC training, $100, an MSP investigation, a gubernatorial appointment and a constitutional oath before a circuit court clerk. A licensed agency can sponsor them — which is how contract firms field officers with arrest powers on a client's campus.
Step 7: Go Live in Baltimore and the DC Suburbs
Three markets carry most of the demand:
- Baltimore — port terminals, the Hopkins and University of Maryland hospital systems, downtown property and events. Also where the pressure behind the 2025 reforms started.
- Montgomery County — Silver Spring, Rockville, Bethesda, Gaithersburg: federal contractors, the I-270 biotech corridor, retail and multifamily.
- Prince George's and Anne Arundel — National Harbor, College Park, BWI Marshall's logistics ring, state government in Annapolis.
Earn the first ten Google reviews and answer the phone faster than the incumbent. Name counties on your site: Montgomery buyers search differently from Baltimore City buyers.
Step 8: Build Smart, Not Fast
Section 19-414 changed what good operations means here. Any use of force — striking, significant contact including control techniques, detaining someone without consent, discharging a firearm or pepper mace, using an electronic control device — must reach you from the guard within 48 hours, and the Secretary from you within 48 hours of that form landing. The guard never files with the State directly; you are the channel, and the clock starts twice.

Maryland is not a hard state to be licensed in. It is a hard state to become eligible in, and those are different problems.
If the § 19-303 service history is in the room — yours or a partner's — what follows is a well-defined 90-day process with modest fees, no exam and a regulator that publishes its timelines. If it is not, find someone who has it and build the company around them rather than filing and hoping. Then treat the 2025 reforms as a floor: certify early, insure at $1M before you need to, and keep payroll clean from the first shift, because Maryland will read it back to you in three years.
