Most people who ask how to start a security company in West Virginia go looking for the State Police licensing unit. There isn't one. Private security here is licensed by the Secretary of State — the same division that files your articles of organization.
That makes West Virginia easier than most of its neighbours. No examination, no academy, no state-mandated curriculum, no waiting list. What it asks for instead is proof: documented hours, five signed character references, fingerprints, and a bond or a policy.
Here is the whole thing, in the order you will actually do it.

The whole path, in order
Two steps carry the schedule. The rest is an afternoon of paperwork once those two are moving.
Name and qualify your qualifying agent
2–6 weeksBlocks everything downstream — start it earlyThe firm licence rests on one named person who satisfies §30-18-5 personally. If the pathway is experience rather than a degree, a principal of a licensed private investigative or security guard firm has to sign a sworn statement listing hours per week and number of weeks. Tracking that person down is what takes the six weeks.
Request the five reference letters
2–4 weeksStart these on day one, because they arrive last. Each writer must have known the applicant five years, must not be related by blood or marriage, and the letter must say on its face that it was written for this licence application. A generic letter of recommendation does not count.
Register the entity and get your Business Registration Certificate
1–2 weeksFile a domestic LLC or corporation with the Secretary of State for $100, then obtain the $30 Business Registration Certificate from the State Tax Commissioner. West Virginia will not let you engage in business activity without the certificate, and it is separate from the licence entirely.
Decide bond or insurance
1 week§30-18-6 gives you a genuine choice: a $5,000 surety bond in favour of the State of West Virginia, or proof of liability insurance. The bond is cheaper. The insurance is what wins contracts, so most firms buy the policy and skip the bond.
File the firm application with fees, photos and prints
1 week to assembleEvery officer, member or partner files their own application and a full-face photograph taken within the last year. Send the $200 licence fee and the $50 processing charge together as one $250 payment — the same total whether or not you are a West Virginia resident. Fingerprints are not paid for here: the Secretary of State sends fingerprint instructions after the application arrives, and the IdentoGO capture is already covered by the fee.
State Police background report and Secretary of State review
4–8 weeksBlocks everything downstream — start it earlyThe $50 processing charge exists specifically to cover the criminal investigation background report the West Virginia State Police return to the Secretary of State, and prints go to the FBI as well. Nothing moves during this window, no expedite is offered, and the Secretary of State publishes no processing-time standard at all. This is the step that sets your start date.
Register with the cities you will actually work in
1–2 weeksCharleston, Huntington, Morgantown and Wheeling each run their own business registration and municipal business and occupation tax. The state licence does not satisfy any of them, and none of them will tell you that you were supposed to file.
Hire, train and document
OngoingThe firm holds a photograph and a complete fingerprint set for every guard at its central business location, and provides whatever training it judges reasonably necessary. Nobody audits this until something goes wrong, at which point it is the first thing anyone asks for.
Step 1: Qualify Your Qualifying Agent
The firm licence is not issued to a company in the abstract. It is issued through a named individual — the qualifying agent — who is eligible to hold an individual security guard licence and who will be responsible for the firm's security guard operations.
The four pathways, and the one that doubles
The Secretary of State accepts a two- or four-year degree in criminal justice, criminal investigation, law enforcement or a related investigative field; a transcript showing 60 credit hours in investigative studies; a sworn employment statement covering a minimum of 32 hours a week for 100 weeks; or verification of relevant military training. Credits and experience blend pro-rata.
Put those next to the individual licence and something jumps out. An individual security guard licence takes 30 credit hours or 50 weeks. The firm's qualifying agent needs 60 and 100 — exactly twice as much of the person running the company as of the person walking the post. Worth knowing where that comes from: §30-18-5 sets only a one-year floor, and the 50-versus-100-week split is the Secretary of State's own published standard rather than statute. It is still the standard your file will be measured against.
No exam, anywhere
No written test, no oral board, no handbook to buy. Neither §30-18-5 nor §30-18-6 prescribes an examination, and the application packet contains none. If you have come from Virginia's DCJS regime, this is the requirement that isn't there.
Step 2: Form Your Legal Business Entity
You file with the same office twice, for two different purposes. The Secretary of State registers a domestic LLC or a domestic for-profit corporation for $100, then the same office licenses the firm under §30-18.
The certificate everyone forgets
Before engaging in business activity in West Virginia, every individual or business entity must obtain a business registration certificate from the State Tax Commissioner. It costs $30, and it is neither your Secretary of State filing nor your licence. After that the entity owes a $25 annual report.
The licence names the firm, so a mid-stream conversion from LLC to corporation means new filings on both sides. Pick once. If you plan to take contracts across the Ohio River or over the mountain, look at how Ohio and Pennsylvania treat out-of-state firms before you settle on a home state.
Step 3: Get Insurance or Bonded
West Virginia gives you a fork most states do not. §30-18-6 requires either a surety bond or proof of liability insurance — not both, and the choice is yours.
The bond must be in the sum of $5,000, written by a company approved by the West Virginia Insurance Commissioner, and payable in favour of the State of West Virginia for anyone damaged by a violation of the article. It is a small bond by national standards.
The insurance path has no published number at all. The statute asks for "sufficient proof of liability insurance", which delegates your coverage limit to whoever signs your contracts.
Step 4: Apply for the Security Guard Firm License
Once the qualifying agent is settled and the references are in hand, the application itself is short: the sworn application form, five reference letters, a full-face photograph taken within the last year for the qualifying agent and each officer, member or partner, the documentation proving the agent's pathway, and the bond or insurance proof.
Key Tips for Your Application
- Send $250: the $200 licence fee and the $50 processing charge are separate lines, and the packet is not processed short.
- Every officer, member and partner files their own application and photograph — not just the qualifying agent. This is the most common omission.
- The licence runs two years from the date of issue, not from the date you filed, and renewal is a flat $50 for every licence type.
- Download the renewal form from the licensing hub, not from the old form-search path. There are two versions in circulation and the stale one still asks for $250.
- If the qualifying agent will also work independently of the firm, file the combined individual-and-firm application rather than two.

Step 5: Train and Document Your Guards
West Virginia mandates no training hours. Not eight, not forty — none. §30-18-7 instead makes the firm responsible for supervising its people and providing the education or training that is reasonably necessary to ensure compliance with the article.
What the statute does specify is records: a full-face photograph and a complete set of fingerprints for every employee conducting security guard business, held at the central business location. Employees must meet the same §30-18-5 eligibility bar as the qualifying agent, minus the prior-employment requirement.
On firearms there is no armed endorsement to apply for. The licence does not distinguish armed from unarmed work, and carrying falls under ordinary West Virginia firearms law, where the concealed-carry requirement in §61-7-3 reaches only persons under twenty-one. Your armed policy is yours alone to write — and your insurer's to price.
Step 6: Go Live in the Cities You Work
The state licence is statewide. Your tax and registration obligations are not.
- Charleston: file the Business Registration Application with the City Collector with the $20 General Business licence fee, register for the B&O privilege tax at the 1% service rate on gross income, and budget the $3.00 weekly City Service Fee per employee.
- Huntington, Morgantown, Parkersburg and Wheeling each run their own municipal B&O regime under the authority W. Va. Code §8-13-5 gives them.
- Morgantown's demand is seasonal and event-heavy around WVU; Charleston's is government, healthcare and the Kanawha industrial corridor.

Step 7: Build Smart, Not Fast
The licence being easy is precisely the trap. A firm with no exam to pass and no curriculum to complete can be operating in ten weeks with no operational discipline at all — and then meets a client who wants patrol records, incident documentation and proof its guards were where the contract says they were.

West Virginia is one of the few states where the honest answer to "what is stopping me" is a stack of letters and a sworn statement. No exam to fail, no academy seat to wait for, no hours to buy. If your qualifying agent's 100 weeks are documented and five people who are not your cousins will write for you, the licence is a formality with a background check attached.
That leaves the hard part where it always was: turning a licensed entity into a company that can staff a Kanawha Valley plant at 2am, prove it did, and bill for it. Nothing in §30-18 helps with that. Start on it while the State Police are still reading.
